Nguyen Thanh Phong, chairman of HCM City People's Committee, said he supported the expansion and wanted Terminal 3 completed as quickly as possible. The Department of Transport was tasked with building detailed plans for transportation projects around the airport. Phong also emphasised that investors must be transparent in selecting contractors for their projects.

The Department of Transport, Department of Natural Resources and Environment and Tan Binh District authorities were asked to start ground clearance work as soon as possible.

According to the detailed planning of Tan Son Nhat International Airport with a view to 2030, the expanded airport will cover 791 hectares including 19 hectares held by the defence ministry, and 18 hectares which are jointly managed by the defence ministry and civil aviation authorities, 35 hectares from the south and 171 hectares from the north.

Terminal 1 and 2 will also be expanded and upgraded to serve 30 million passengers per year. The new Terminal 3 would have a capacity of 20 million passengers a year. A parking lot for planes will be added for Terminal 3 and other parking lots will be expanded to accommodate 106 planes.

In order to prevent congestion, Hoang Hoa Tham and Than Nhan Trung streets will be expanded to have four lanes. The authorities are also planning to build overpasses to connect the city centre with the airport.
