VietNamNet Bridge – Truong Vinh Trong, Deputy Prime Minister and Head of the Central Amnesty Advisory Council, on September 20 toured facilities for juvenile offenders and prisions in preparation for the State President’s 2007 clemency for inmates.

At the V26 Education and Rehabilitation School under the Ministry of Public Security, Trong praised the school for its educational work with strict rules that are still humane and facilities.

He called on the school to guarantee equality in implementing the 2007 amnesty in line with the law.

Maj. Gen. Phan Duc Chan, Deputy Head of the Amnesty Steering Board under the Ministry of Public Security, said all prisons have made public rules for the State President’s clemency as well as conditions and qualifications for candidates to be considered for the Amnesty. Conditions that rule out a release have also been made known to inmates and their families.

The watchdog chief said through the Amnesty, authorities should educate inmates on the Party and State’s clemency policies in an effort help them better integrate into the community.

Those, who are not yet released, will have greater motivation to behave well in order to early win their freedom, said the Deputy PM.

The Ministry of Public Security reported that almost 9,700 prisoners, including 10 foreign citizens, have been listed for consideration for early parole.

Prisons have been asked to submit their lists of candidates for the Amnesty to the Central Amnesty Advisory Council for consideration before October 5.
