Hanoi issues decision on traffic restriction

The Hanoi City People's Committee has recently issued a decision restricting the circulation of vehicles in and around the city at peak hours.

 

The decision regulates the travel of all kinds of vehicles through the belt roads of Au Co, Nghi Tam, Yen Phu, Tran Nhat Duat, Tran Quang Khai, Tran Khanh Du, Nguyen Khoai, Minh Khai, Nguyen Tam Trinh, Phap Van, Kim Giang, Khuong Dinh, Nguyen Trai, Nguyen Tuan, Tran Duy Hung, Pham Hung and Pham Van Dong into the inner city as follows:

 

All trucks with load capacity of 1.25 tonnes and up are forbidden to enter the city between the peak hours of 6:30 am and 8:30 am , and 16:30 and 20:00 hrs every day. High tonnage vehicles ranging from 1.25 to 2.5 tonnes are banned from inner city traffic circulation from 6 am to 8 pm , and those over 2.5 tonnes from 6 am to 9 pm .

 

All high-tonnage and oversized-load lorries with load capacities of 10 tonnes and up, if granted a special circulation permit of the municipal Department of Transport and Public Works, are allowed to enter traffic from 9 pm to 6 am .

 

Passenger coaches, refrigerated trucks and special use vehicles are all banned from traffic circulation, except for buses for commuters, students, tourists, hearses and bridal cars.

 

The decision also bans trucks with the brand name "Lambro," motorised trucks and cement mixers from travel on belt route number three and inner city roads.

 

Rudimentary vehicles such as bicycles with more than two seats, tricycles, wagons and rickshaws, except wheelchairs for disabled persons and children's prams, are banned from inner city traffic circulation. Tourist tricycles may be registered to join traffic, and may only do so outside of peak times.

 

The decision also specifies sanctions for each kind of violating vehicle, from fining to temporary detention of vehicles.

 

The decision, to be enacted on Jan. 15, is hoped to ease the burdens on the city's transportation infrastructure and reduce traffic jam.
