The Chief Inspector of the Quang Ngai Provincial Department of Health - Mr. Nguyen Thanh - said the department had imposed a VND30 million ($1,400) fine on Mr. Nguyen Van Phuong, a farmer in Binh Hiep commune, Binh Son district for illegal medical practice.
Phuong was also banned from medical practice and selling medicinal herbs.
It is reported that in the past several months, hundreds of people from many provinces flocked to Phuong’s home in the village of Dong Tay, Binh Hiep Commune for treatment of infertility, cancer and other diseases.
Phuong, who did not have a high-school diploma, stated that he could cure incurable diseases by “Dharma”.
In all cases, he used a razor to cut into the body of patients to “take out poisonous blood”. The patients were then asked to purchase 20 packs of medicinal herbs at the price of VND300,000 ($14).
Even in the modern age, hundreds of people went to see Phuong for being cured. However, after “spending money and only getting worse”, some patients reported their cases to the local authorities.
The quack confessed to health inspectors that his school career stopped at the 11th grade. He did not have any certificate of medical practice and has never been trained in medicinal herbs.
He said he prescribed medicinal herbs based on his premonition and treated diseases by using a razor under the “guidance of the Buddha”.
