Congratulations to Thailand on successful rescue of trapped football team, NA Standing Committee to convene 25th session on July 11

During the second half of this year, the MoT will speed up the implementation of key projects such as Long Thanh International Airport and the expansion of Tan Son Nhat International Airport.

The Ministry of Transport (MoT) will work on solutions, mechanisms, and policies to push forward the mobilisation of resources for transport infrastructure development in the second half of this year, said chief of the ministry’s office Nguyen Tri Duc.

The MoT also aims to effectively realise the mid-term investment goals for 2016-2020, as well as the plan set for 2018, according to the official.

On behalf of the Government, the ministry will report the plan on using the standby capital of 15 trillion VND (645 million USD) of the mid-term investment plan for 2016-2020, Duc said.

At the same time, the MoT will speed up the implementation of key projects such as Long Thanh International Airport, the expansion of Tan Son Nhat International Airport, the North-South Expressway, and north-south high-speed railway.

Attention will be paid to construction site inspection, project quality, workplace safety, environmental protection, project progress, and capital disbursement, especially in key projects like the Da Nang-Quang Ngai highway, the second phase of the Phap Van-Cau Gie highway, and the Cat Linh-Ha Dong urban railway, Duc added.

Reviewing the ministry’s performance over the first six months of this year, Duc said the MoT completed feasibility study reports and is assessing dossiers of three sub-projects of the North-South Expressway.

The official said the ministry has signed a consultation contract to make a feasibility study report on the Long Thanh International Airport project.

The Government has assigned the ministry to ratify adjustments to the planning of Tan Son Nhat International Airport, he added.

Regarding transportation management, Duc said the ministry has employed solutions to improve the quality of services, noting that during the reviewed period, up to 659.95 million tonnes of cargo and more than 1.8 billion passengers were transported, up 9.7 percent and 10.4 percent year-on-year, respectively.

He did, however, point out the complex traffic situation, with serious road, waterway, and railway traffic accidents.

Transport Minister Nguyen Van The said the ministry has made efforts in speeding up the implementation of projects and become one of the ministries with the highest rate of disbursement.

However, he said, the disbursement rate of 43 percent still remains moderate compared to previous years.

He expressed his support for and applauded the VPC’s chapters in Hai Phong, Ho Chi Minh City, and Hanoi for their efforts in organising events such as art performances, forums, workshops, and charitable activities in order to promote peace as a significant value in Vietnam and other countries.

Dong Huy Cuong, Secretary General of the VPC, said the committee focused on fulfilling the first draft of the book “Vietnam: Aspiration for Peace” and joined a number of international workshops on peace and security, which actively contributed to protecting national interests and Vietnam’s image, and further promoted friendship and solidarity with people in foreign countries.

The National Steering Committee for Construction of Special Administrative-Economic Units convened a meeting in Hanoi on July 10 under the chair of Prime Minister Nguyen Xuan Phuc, head of the committee.

The meeting aims to acquire instructions from the Politburo and opinions from veteran officials, National Assembly deputies, experts, scientists, and people across the country.

These constructive ideas will help work out appropriate measures to build special administrative-economic units in line with the Constitution, the Party’s resolutions, and the State’s laws.

The National Assembly decided to postpone the approval of the draft Law on Special Administrative-Economic Units at the fifth meeting of the 14th legislature in May in order to have more time for consideration and completion.

The law-making body agreed to revise the regulation on land lease limits for production and business in the draft law towards applying the regulation on land lease of the current Land Law, and not allowing the lease of up to 99 years for special cases.

As guidelines and policies of the Party and State, the 2013 Constitution and several other legal documents assisted in the making of the draft Law on Special Administrative-Economic Units, which began in mid-2013, with a view to forming special zones to spur economic development and create regions that act as driving forces for national building and development.

Amendments to the draft law based on the constructive opinions acquired must ensure the national territorial sovereignty and integrity is kept in tact, while also safeguarding the security and defence of the special zones and the country.

Vietnam is planning to build the three special administrative-economic zones of Van Don in northern Quang Ninh province, Bac Van Phong in central Khanh Hoa province, and Phu Quoc in southern Kien Giang province.

Vietnam has congratulated Thailand on the successful rescue of all members of the football team trapped in a flooded cave in Chiang Rai province for over two weeks.

Prime Minister Nguyen Xuan Phuc on July 3 sent a letter of congratulations to his Thai counterpart Prayuth Chan-o-cha and the Thai people on finding the 12 boys and their coach alive after being trapped in Tham Luang cave from June 23.

On July 10, Deputy Prime Minister and Foreign Minister Pham Binh Minh cabled a message to Thai Minister of Foreign Affairs Don Pramudwinai to share joy over the successful rescue.

He congratulated Thai relevant forces on the successful conduction of the rescue mission with the effective assistance of international experts and rescuers.

Minh expressed his hope that all members of the football team will recover quickly and soon meet their family members.

The boys – members of the Wild Boars football team, aged between 11 and 16 years – had been exploring the cave network with their football coach on June 23, when heavy seasonal rains flooded the cave's entrance, forcing the group further and further into the labyrinth of tunnels in search of higher ground.

They were found alive on July 2 after 10 days of being trapped in the flooded cave complex.

A team of 90 divers, including 50 from foreign countries, participated in the rescue efforts.

According to Thai Navy Seals rescuers, the last member of the team was brought out safely from the cave on the evening of July 10.

President Tran Dai Quang asked the Vietnam Bar Federation (VBF) to forge ahead with judicial reforms and international integration while working with socio-professional organisations of lawyers in Hanoi on July 10.

The President, who is also head of the Central Steering Committee on Judicial Reform, told the federation to actively contribute to protecting the socialist legal system and the legitimate rights and interests of agencies, organisations, and individuals.

The VBF should improve the institutional system ensuring lawyers properly perform their rights, obligations, and responsibilities according to legal provisions, President Quang said.

At the same time, it is import to be increasing the quality of proceedings at trial; building policies to promote legal consultancy activities; and encouraging lawyers to participate in legal aid activities for policy beneficiaries, revolutionary contributors, people in need, and ethnic minority groups, he added.

He ordered the VBF to effectively implement a strategy to develop the law profession in terms of capability and operational efficiency through 2020, and a scheme to develop lawyers to better serve international economic integration in 2010-2020.

The President hoped the VBF will promote its role in external relations and international cooperation in accordance with the Party’s and State’s policies and guidelines.

He requested that centrally-run judicial agencies soon provide guidance on the implementation of the Code of Criminal Procedure 2015 to ensure the legal practice of lawyers.
