Hanoi to re-adjust school hours, HCM City will learn from Hanoi
VietNamNet Bridge - From February 1st, Hanoi started changing the school and working hours in 12 districts with a view to reducing the jams at the rush hours.

After a week of the adjustment, the People’s Committee of Hanoi has received a lot of negative feedbacks from the Department of Education and Training and the residents about the impacts of this adjustment on the school students. The ending time for high school students is at 9hrs which is too late. The 30 minute shifting time between the morning and the afternoon sessions for the high school students is too short. It is difficult for the schools to arrange the teachers for late sessions and the other costs.
Up on the request of the Department of Education and Training, the Committee will adjust the ending time one hour earlier, meaning the high school students will finish their class at 18hrs. This is just half hour later than the school hours before the adjustment on February 1st. The re-adjustment will be in force from February 13th.

The Committee has also reminded the Department to instruct kindergartens, primary schools, and junior high schools to flexibly adjust the school hours with a view to moderating the traffic jams during rush hours.

Learning the lessons from Hanoi, the authorities of Ho Chi Minh City will be careful and adjust the school and working hours in small-scale areas before requesting the adjustment in the whole city.

On February 8th, the Department of Labor, Invalids, and Social Affairs of HCM City held a meeting with related departments and agencies about this issue. According to the draft submitted by the Department, three categories under time adjustment would be students from kindergarten to junior high school level, students from high school to undergraduate level, and state employees and workers.

The beginning and ending time of some categories would be 15 minutes later than the current time. There would be no change for kindergartens. For primary schools, the hours for morning sessions would remain the same. Afternoon sessions would be from 13:15 to 16:45. For junior high schools, morning sessions would start from 7:15 to 11:30 and afternoon sessions would be from 13:15 to 17:15. For high schools, morning and the afternoon sessions would be from 7hrs to 11:30 and from 13hrs to 17:30 respectively.

The working hours of civil servants would be unchanged, from 7:30 to 11:30 in the morning and from 13hrs to 17hrs in the afternoon. For other state owned agencies and enterprises (excluding education sector), the working time starts from 7:30 or 8hrs in the morning and ends at 16hrs, 16:30, or 17hrs.

There are some reasons given by the Department for these narrow changes. It is to assist state employees and workers in accompanying their children to schools. The ending time is earlier to ease the jams at 17hrs and to help parents to pick up their children.

In HCM City, there are not so many governmental agencies as in Hanoi. Hence, the hour adjustment can’t be done in the same way. And the city will conduct it in a cautious manner to avoid the mess-up of the residents’ life.
