Identical ID card numbers create confusion

VietNamNet Bridge – A lot of tax payers in Hanoi and HCM City still cannot obtain a tax identification number (TIN) because their identity card (ID) numbers are identical to the ID numbers of other people or businesses.

 

Declaring tax

Vinh, an office worker in HCM City said that he made declaration for getting TIN with the ID card number of 023667xxx in May 2009.

 

However, several months later, he was told by the tax agency that he cannot obtain a TIN, because a person with the same ID number had already been granted a TIN for his business on February 9, 2001.

 

“The tax agency just told me what happened. They have not explained what I have to do in order to be granted a TIN,” Vinh complained.

 

Like Vinh, Minh Dieu of Hanoi, also cannot get a TIN because his ID card number is the same as that of another person who has registered a business headquartered in Hanoi.

 

The business was granted the TIN 0102797994 on July 1, 2008 after presenting an ID with the same name and number as Dieu’s.

 

N.V.H, a worker in Ca Mau province, reported to Tien phong newspaper that he is not able to get a TIN because his name and ID card number are the same as two other persons in the province.

 

“I have received notice from the accountant at my agency that I am not eligible for a TIN. I do not know what I have to do now to get a TIN,” he lamented, stressing that it was not his fault that he had a duplicated ID number.

 

Tien phong reporters, after contacting the tax agency, received confirmation that many people in different places cannot get a TIN.

 

Deputy General Director of the General Department of Taxation, Le Hong Hai, remarked that the best solution in these cases is to persuade people to apply for another ID card.

 

However, analysts have warned of the troubles that will arise. With new ID car numbers, people will not be able to withdraw money at banks and they will also need to re-file many documents, including real estate documents and passports.

 

Head of Hanoi Taxation Agency Vu Thi Mai noted that the tax agency sends notices to every tax payer to explain how to get a TIN.

 

If taxpayers do not want to change their ID cards, tax agencies will still grant a TIN, but notations will be added to their ID numbers. For example, the suffix “HAN” will show that a person is living in Hanoi, while “DON” means they live in Dong Nai.
